It's a nice city, but not too much things to see.
To eat I recommend going to Garlic, Valachia and Roata.
The botanical garden is not that good. The city center and the orthodox and catholic churches were really pretty, the orthodox church has a cool museum. Salina turda was really cool. Appart from that, nothing too notable.
You can pay by card anywhere. Have some cash on hand for emergencies.
Museums: Muzeon, the Jewish history museum, probably the best museum in Cluj.
Farmacy museum (small, nice).
Ethnographic museum (in the center, also Ethnographic park in Grigorescu, well worth a visit, public transport available- seldom, but it works).
Art museum.
Steampunk museum if that's your jam.
Turnul Croitorilor has temporary exhibitions, it's small and nice.
Take a walk on the Somes River, in the central park, the Cetatuie, the botanical garden. That's about it. Cluj is not a beautiful city, but it has nice experiences (festivals usually) and very lovely surroundings.
Take a walk around the center, Potaissa street and Casa Matei and that's about it in the center.
Snacks, coffee, food: Excellent coffee at Let's Coffee, Roadsted, Ibric, Meron, Yume, Narcoffee, Olivo, Și, Elements and even better with an atmosphere at Koffer and Camino Cafe.
If you want an authentic pure unadulterated communistic experience where you are transported back in time try Varzarie (full on cabbage wonderland).
Good food at Cimbru, Ciao New York (italian American fusion), Bulgakov (Austrian Hungarian influences), Tortelli (pasta restaurant), Naz.
Decent food with a great ambiance: Casa Boema, Samsara teahouse (no food but great for some tea, lovely garden and psychedelic inside).
Excellent food but very pricey at Hikari (Japanese), Manger (fine dining, check schedule), Samsara Foodhouse (vegetarian, vegan, needs a reservation), Via.
Best unexpected atmosphere and food: Motor Rock Bistro, it's a hidden small gem. The food is as you imagine, greasy and delicious.
Fast food at Berrak and Acapulco (Turkish/levantine), Damas (Lebanese).
Pastries and french bakery style: Meron bakery (Platinia), Acadeea, Iris Delice. All of them quite expensive but worth a try.
To avoid: Marty/ Euphoria/Ursus brewery restaurants, very overpriced although the Marty in the center has a nice ambiance. La Focaccia on Ferdinand- might be cheap but it also tastes cheap. Livada and Casa Boema- nice beer garden but also overpriced. Also to be fair I havent been out for a while so now having gone out again everything seems crazy expensive for what they offer.
Excellent pizza at Cut and crust (but only in house, dont order).
Ice cream is good at Bianco Milano, Vice Cream, Moritz Sucre and Friandise. Do not go for ice cream and prosecco on Napoca street, it's overpriced but cheap tasting.
